New York State law requires that the Office of School Personnel Review and Accountability (OSPRA) conduct fingerprint-supported criminal history background checks for applicants for certification and all prospective employees of school districts, charter schools and BOCES.
To start the process you must first have a TEACH account. If you do not, you must create a User Log in and Password. Refer to our TEACH Application Instructions page for more information. Instructions are provided as you go through the self-registration process.
Apply for Fingerprinting Clearance
To apply for fingerprint clearance and obtain fingerprint cards, go to the NYSED Office of Teaching Initiatives website.
Enter personal information on the online fingerprint application and either pay the $94.25 fee via credit card, or print the payment submission form and obtain a certified check, bank check, money order, or employer check payable to New York State Education Department.
Mail two fingerprint cards and credit card confirmation or coupon with $94.25 fee to:

Upon receipt of the fingerprint cards and fee, OSPRA will process the fingerprints with the Division of Criminal Justice Services (DCJS) and the Federal Bureau of Investigation (FBI). The DCJS and the FBI provide OSPRA with a copy of your criminal history background, if any, so that OSPRA can make a determination on your clearance for employment or application for certification.

Important Fingerprint Card Information
The School of Education no longer provides fingerprint cards.
You must apply for fingerprint clearance on the TEACH site and at the end of the application click the button to request cards.
Once you receive your cards from NYSED, you may be fingerprinted at St. John Fisher College’s Safety and Security Office at no cost.
Fingerprinting is done Monday and Wednesday from 3:00 p.m. – 4:30 p.m. during the fall and spring semesters. Please call (585) 385-8025 if you wish to get fingerprinted during the summer.
