Smith attended Grove City College, where he received his bachelor of arts in economics. He then went on to receive three graduate degrees from George Mason University, including a juris doctor, and a master of arts and Ph.D. in economics. Prior to joining Fisher, he was a lecturer at Pennsylvania State University for three years. He has also taught at Bowling Green State University and has worked as an attorney at a firm in Washington, D.C. Originally from Perry County, Pennsylvania, he currently resides in Fairport.
